European ban on Iranian oil tests sanctions limits

BRUSSELS, June 30 ? A European Union embargo on Iranian oil comes into effect tomorrow with Western governments hopeful economic pain will persuade Tehran to scale back its nuclear work but also mindful they are pushing against the limits of sanctions.

Combined with new measures coming into force this week in the United States, the European ban constitutes a major international push to pressure the Iranian government over its nuclear ambitions.

But even before its full implementation on July 1, EU heavyweights Britain and France have signalled more sanctions could be needed to force Tehran to address their concerns it is producing a nuclear bomb. Iran denies this, saying its nuclear work focuses on energy supplies and medical needs.

While the spectre of the oil ban and US measures appear to have brought Iranian negotiators back to the table in April and again in May and June, there has been little tangible result in terms of nuclear concessions.

Diplomats and experts say, however, the room for manoeuvre for European governments is shrinking.

"A lot of what could have been done has been done," a senior EU official said, highlighting the overarching concern that there are no more economic sectors where real pressure can be brought to bear.

"Oil is the main source of revenue for the regime. There are no significant sectors which could produce such an impact without adding unintended effects," he said.

The West is wary of imposing a broad trade embargo on Iran, that would be reminiscent of crippling sanctions against Iraq and South Africa that caused significant economic difficulties for their populations.

What EU governments may have to focus on in the coming months is the painstaking and slow process of combing through Iranian industry to find front companies for firms that face sanctions or go after evaders, and freeze their assets.

"We can always find new measures but ... it will not be such an easy process," the EU official said.

That process, some European diplomats say, is being hampered by a growing number of cases filed by Iranian firms in the European Court of Justice against sanctions decisions.

In two recent cases, the court ruled that European governments did not have sufficient proof that companies facing sanctions were involved in nuclear proliferation activities.

A European diplomat expressed concern such cases were setting legal precedents that would complicate efforts to freeze further assets. Hundreds of Iranian institutions and companies are already targeted.

"Iran is trying to destroy our sanctions system. These court cases seriously put in danger our sanctions regime," the diplomat said.

Web of interests

Iranian officials have been dismissive of the impact of sanctions on the oil sector. But there are signs the embargo, which encompasses prohibitions against the import of crude into Europe as well as transport and provision of insurance, has taken a toll on the economy and Iran's ability to secure cash.

Iran's crude oil exports, which according to EU estimates represent some 80 per cent of the government's export revenues and half of its income, have fallen by some 40 per cent this year, according to the International Energy Agency.

In the past, EU imports have accounted for about a fifth of Iran's crude sales abroad. With European insurers accounting for a vast majority of the world's tanker insurance, that prohibition is also having a major effect.

The Iranian rial has lost much of its value this year, inflation is running at some 20 per cent and the prices of staple foods and utility bills have multiplied in the last one to two years. Tens of thousands of Iranians have lost their jobs, and trade between Iran and European countries has halved in a year, according Eurostat data from March.

Meanwhile, nuclear talks have lost steam, after resuming in April following a 15-month hiatus, with Iran demanding sanctions relief before it takes steps to curb uranium enrichment.

Experts from Iran and six world powers - the United States, Russia, China, Britain, France and Germany - are set to meet in Istanbul next week. But at a round of political talks in Moscow this month, there was not enough common ground for negotiators to agree yet whether to meet again.

Diplomats in Brussels say no formal discussions are taking place on new sanctions. If governments agree the way forward would be to target more companies, the process could be slow.

But economists say by focusing, for example, on small banks which are taking over trade transactions from major financial institutions that face sanctions, European governments could tighten the noose.

"I am confident the Iranians are exercising considerable creativity in trying to come up with new mechanisms to evade restrictions," said Patrick Clawson, head of the Iran Security Initiative at US think-tank the Washington Institute for Near East Policy. ? Reuters

Google Nexus 7: Mounting USB Storage Not Recognised

The recently unveiled Nexus 7 tablet will be the first device to run the latest version of Android 4.1 (Jelly Bean) operating system. As of today, Asus claims that the shipping build of Android 4.1 Jelly Bean does not support the Mobile High-Definition Link (MHL) which would let it to double as an HDMI port, nor advanced USB On-The-Go (OTG) functionality, according to The Verge.

The MHL is an industry standard for a mobile audio/video interface that allows in directly connecting your smartphone and other portable consumer electronics gadgets to high-definition televisions (HDTVs) and displays.

"USB-OTG is indeed supported on the Nexus 7, however as anyone who has used USB-OTG knows, whether peripherals or devices work is a function of the host OS and drivers," explains Anand Tech. The site points out that a mouse and keyboard are supported on the Nexus 7 tablet. But, unfortunately Nexus 7 will not support mounting USB storage, while it is reported that the devices that will be rooted will have the ability to utilise the StickMount and can make it function. According to reports, the Nexus 7 will not support the MHL since the addition of MHL will need another package and could increase BOM cost.

The Nexus 7 is expected to be available in mid-July. It is priced at $199 (?127.6) for an 8GB model and $249 (?159.7) for a 16GB model of Nexus 7. "The Nexus 7 tablet embodies the moment when tablet buyers no longer have to compromise performance for price," claims CNET. Amazon's Kindle Fire seems to have ruled over other budget-friendly tablets, while now we could hope the Nexus 7 to revolutionise the tablet market. The tablet appears to be impressive and is expected to compete with Kindle Fire, Nook tablet and the new iPad. It comes with a 7in LED back-lit IPS LCD capacitive touchscreen with a resolution of 1280 x 800 pixels at 216 pixels per inch (ppi). It is powered by the Nvidia Tegra 3 chipset with a 1.3GHz quad-core processor and 12-core GPU. It packs a 4325mAh Li-Ion battery and is expected to provide up to eight hours of active use.

UN ready to help flood-hit India, Bangladesh

UNITED NATIONS: The UN Office for the Coordination of Humanitarian Affairs (OCHA) is prepared to support India and Bangladesh, South Asiain countries that are experiencing heavy rains and flooding, a top UN official said.

"The office is monitoring the situation in both countries and stands ready to support if the authorities request international assistance," UN spokesperson Martin Nesirky was quoted as saying by Xinhua.

According to OCHA, around 30 people have died and one million displaced due to monsoon rains in northeastern India.

In Bangladesh, at least 110 people have been killed in Chittagong and 40,000 people uprooted following three days of rain and flash floods, Nesirky said.

Around 850,000 people and about 70,000 hectares of cropland have been affected by floods in Assam, according to Agriculture Minister Nilamoni Sen Deka.

Train services and road links between Tripura, Manipur, Mizoram, parts of Meghalaya and the rest of India have remained cut off. Landslides at about 90 places, following incessant rains, have damaged roads, railway tracks and bridges.

?Miss Holocaust Survivor? crowned in Israel, stirring smiles and controversy

HAIFA, Israel ? Grinning and waving, 14 women who survived the horrors of World War II paraded Thursday in an unusual pageant, vying for the honour of being crowned Israel?s first ?Miss Holocaust Survivor.?

Billed by organizers as a celebration of life, the event also stirred controversy. In a country where millions have been touched by the Holocaust, many argued that judging aging women who had suffered so much on physical appearance was inappropriate, and even offensive.

?It sounds totally macabre to me,? said Colette Avital, chairwoman of Israel?s leading Holocaust survivors? umbrella group. ?I am in favour of enriching lives, but a one-time pageant masquerading (survivors) with beautiful clothes is not what is going to make their lives more meaningful.?

Pageant organizer Shimon Sabag rejected the criticism, saying the winners were chosen based on their personal stories of survival and rebuilding their lives after the war, and physical beauty was only a tiny part of the competition.

Nearly 300 women from across Israel registered for the competition and contestants were whittled down to the 14 finalists who appeared Thursday.

The contest, part of Helping Hand?s annual ?cultural? night, included a lavish dinner and music at a Haifa reception hall. Some 600 people attended, including two Cabinet ministers, Moshe Kahlon and Yossi Peled, himself a Holocaust survivor.

The women, ranging in age from 74 to 97, clearly enjoyed themselves. Wearing black dresses, earrings and necklaces, and sporting blue-and-white numbered sashes, they grinned and waved as they were introduced to the adoring audience. Music played as the contestants walked along a red carpet, introduced themselves and described their memories of World War II.

?I have the privilege to show the world that Hitler wanted to exterminate us and we are alive. We are also enjoying life. Thank God it?s that way,? said Esther Libber, a 74-year-old runner-up who fled her home in Poland as a child, hid in a forest and was rescued by a Polish woman. She said she lost her entire immediate family.

A four-judge panel consisting of three former beauty queens and a geriatric psychiatrist who specializes in treating Holocaust survivors chose the winner. Hava Hershkovitz, a soon-to-be 79-year-old, was banished from her home in Romania in 1941 and sent to a detention camp in the Soviet Union for three years. Today, she lives in an assisted living home run by Helping Hand.

?This place is full of survivors. It puts us at the centre of attention so people will care. It?s not easy at this age to be in a beauty contest, but we?re all doing it to show that we?re still here,? the silver-haired Hershkovitz said.

Wearing a glittering tiara, she was joined by her granddaughter, Keren Hazan. ?I?m very proud of her because she?s the most beautiful woman in the room tonight,? Hazan said.

In addition to the contestants? accounts of surviving Nazi ghettos and concentration camps, their later contributions to their communities were also considered, Sabag said. Physical appearance was maybe ?10 per cent? of the criteria, he said, though a cosmetics company was recruited to help the women dress up for the occasion.

?We always tell them to dress well and look good. To think positive and to take care of themselves,? Sabag said. ?Always look at life with a smile and continue to live.?

The thought that physical appearance could even remotely be a factor rubbed some the wrong way. Avital, of the Holocaust survivors? umbrella group, criticized the cosmetics company, saying it was using Holocaust survivors in a cheap marketing stunt to promote their products.

?Why use a beauty contest to show that these people survived and that they?re brave?? wondered Lili Haber, a daughter of Holocaust survivors who heads an Israeli organization that assists survivors from Poland. ?I think it?s awful. I think it?s something a decent person shouldn?t even think about.?

The Holocaust, in which Nazi Germany oversaw the systematic slaughter of 6 million European Jews, plays a unique role in Israeli society. The country gained independence in the wake of the Holocaust, serving as a refuge for hundreds of thousands of people who survived the genocide.

Nearly 200,000 aging survivors live in Israel today, and the country?s annual Holocaust Day is one of the most solemn occasions on the calendar. Restaurants and cinemas close, and the country comes to a standstill as sirens wail for two minutes. Israeli leaders, including Prime Minister Benjamin Netanyahu, frequently make references to the Holocaust when discussing the threat they believe a nuclear-armed Iran would pose to the Jewish state.

Thursday?s contest was among the many unconventional beauty pageants that have sprouted up over the years. The war-torn countries of Angola and Cambodia have held ?Miss Landmine? contests for survivors of land mine explosions, Star Trek fans enjoy the ?Miss Klingon Empire? contest in Atlanta, and plus-sized women in Thailand compete for the honour of ?Miss Jumbo Queen.? There are also a senior citizens? pageants in the U.S.

Gal Mor, editor of the popular Israeli blog ?Holes in the Net,? said Thursday?s pageant was well-intentioned but misguided.

?Why should a decayed, competitive institution that emphasizes women?s appearance be used as inspiration, instead of allowing them to tell their story without gimmicks?? he wrote. ?This is one step short of ?Survivor-Holocaust? or ?Big Brother Auschwitz.? It leaves a bad taste. Holocaust survivors should be above all this.?
